When Did Slavery End in Non Confederate States?

Connecticut, 1774 law to halt the importation of slaves. 1784 legislation provided that black and mulatto children born after March 1 would become free at age 25. 1797 reduced that age to 21. Connecticut finally abolished slavery entirely in 1848.

Vermont , 1777 state constitution entitles Vermont to claim to be the first U.S. state to have actually abolished slavery .

Pennsylvania, 1780 Gradual Abolition legislation stated those born prior to March 1, 1780 were to remain slaves for life. For those born after this date, they were referred to as term slaves and would be free upon reaching their 28th birthday. They were also referred to as indentured servants but received no wages for their work.

Massachusetts,  1 783 Massachusetts Supreme Court ruling interpreting the wording of the1780 constitution, brought slavery to an end.

New Hampshire , The 1783 state constitution declared "all men are born equal and independent". In 1857 an act was passed stating that no person, because of decent [sic], should  be disqualified from becoming a citizen of the state and is interpreted as prohibiting slavery.

Rhode Island was the only New England colony to use slaves for both labor and trade in the seventeenth century. In February 1784 a gradual emancipation bill stated all children of slaves born after March 1 were to be "apprentices". The girls were to become free at18, the boys at 21. No slaves were emancipated outright.

New York , 1788 the slave trade in New York was banned outright. 1799 a gradual emancipation bill freed all children born to enslaved women after
July 4, 1799. The males became free at 28, the females at 25. Slaves already in servitude before July 4, 1799, remained slaves for life, though they were reclassified as indentured servants but received no pay.

New Jersey , 1786, ban on slave importation. 1804 females born of slave parents after July 4, 1804, would be free upon reaching 21 years of age, and males upon reaching 25. Children were turned over to the state social services department who paid $3 a month for their care, often to the same people who placed them for care, becoming a new source of unpaid labor for the state. Selling or placing blacks into long term servitude to slave holding states was still permitted until 1818.

Ohio , 1802 prohibited by state constitution but at the same time took the lead in aggressively barring black immigration along with slave state Kentucky..

Indiana , 1816 slavery was prohibited by state constitution but followed the Ohio policy of preventing black immigration by requiring blacks moving into the state to produce legal documents verifying they were free and posting bonds as high as $1000 to guarantee good behavior. Anti-immigration legislation was enacted in 1831 and 1852.

Illinois , 1818 slavery prohibited by state constitution and again in 1819, 1829 and1853. Anti immigration laws were similar to Ohio and Indiana.

Michigan Territory , 1827 anti Immigration laws similar to Ohio .

Iowa Territory, 1839 anti immigration law passed and again as state law in 1851

OregonTerritory , 1849 anti immigration law.
